Instructions

- In a large bowl, whisk together flour, cocoa powder, baking powder, and sugar until well combined.
- In another bowl, beat together eggs, milk, vegetable oil, and vanilla extract until smooth.
- Pour the wet mixture into the dry ingredients and gently fold until just combined; small lumps are okay.
- Spoon the batter into each cupcake liner about two-thirds full. Bake for 18-20 minutes or until a toothpick comes out clean when inserted into the center.
- Once cooled completely, beat together softened butter and peanut butter until creamy.
- Gradually add powdered sugar until reaching desired sweetness and consistency.
- Spread generously atop each cupcake.
